Werner,

My suspicion is that it has been like that a long time.  You may want to 
set the power knob back to about 2 watts, set the band to 12 meters and 
then do a TUNE - peak the bandpass filter - trimmers C44 and C46.
After peaking those capacitors, test the maximum output again on 12 meters.
