[Elecraft] updates to manual with firmware upgrades

Between manual updates, the changes made by new firmware releases are
supposed to be included in the release notes supplied with the firmware.
These are not in the form of exact changes to the manual, since they are
written by the programmer and not the manual writer, but they should clearly
described what the new release adds or changes.

The release notes are in the form of a text (*.txt) file that comes with the
firmware download.

Where or how is the best/easiest way to get updated manual pages when
upgrading firmware.  I just today upgraded to 4.39 from a 3.XX something or
