Quite right. There are no services within the USA using it, from the latest
I've seen from the FCC, but we are obligated to avoid interference to any
stations using those frequencies *outside* of the USA. So, if we hear a
signal, give it room. 

We Hams do that anyway, don't we :-)

I believe that Amateur Radio is still a secondary user on the 10.100 mHz
band.  As such,  we must accept QRM from other services and must NOT cause
QRM to other services.
