[Elecraft] K3 seperate locking of MIC/COMP amd PWR settings

The ability to lock the MIC, COMP and PWR settings is invaluable,
particularly to stop them being altered in the heat of a contest.

However, there are times when I would like to adjust the PWR whilst
still leaving the other settings locked.

It would be nice if the MIC/COMP locking could be a separate function
to that of locking the PWR.
