[Elecraft] 4W6A Video, count the K3's !

I don't believe this is correct.  I could not find anything in the DXCC 
rules that say RST is required.  They sure did not care what my signal 
report was on the application and I don't think LOTW even cares about 
the signal report.

Most awards require an exchange of information and the callsign is 
probably the most important piece of information the other side needs to 
get.

I guess we use 59 because people would flip out if the DX station just 
came back and said W0MU, W1AW and W0ABC you are in the log and that was it.
