Don,

Unless you do an A/B test using the same antenna for 20 meters and a 
similar transceiver, it is difficult to make any valid judgement.  Yes, 
40 and 20 have very different characteristics, and vary themselves a lot 
from day to night - it is all in the propagation conditions at the time.

A low level signal generator such as the Elecraft XG2 or XG3 can be used 
to do an MDS measurement on each band - that will give you the real 
information you seek, but I do not know of another valid method other 
than the A/B comparison.
