QSK provides the ability to hear between CW characters (or elements if it's
fast enough) while sending. 

"Semi" QSK is the ability to go from xmit to rx without touching any
controls (i.e. VOX for CW). 

I think Fred nailed it. Paul was probably looking for a way to enable xmit
manually without a touch of the key doing it automatically.
