[Elecraft] P3 Strange Display Behavior on BSET

Thanks for the confirmation, Alan.  I was aware that the behavior was only
present in fixed-tune mode, but forgot to mention that fact in my posting.  

The fix will greatly improve SO2V operating with the P3.
