[Elecraft] p3 beta upgrade

OH, Thank You, Thank You for the cursor in "Fixed" tune mode.  This is truly
awesome.

As for the color, I like the green, not sure I'd like the old CYAN for this.
The green does show nicely through the "Peak ON" display.
