Well, yes, but you have to set it up properly.

Go to Control Panel > Administrative Tools and open Task Scheduler. Scroll
down to the bottom panel and you'll see a list of tasks. Double-click on
Synchronize Time.

This will bring up a new set of panels. Click on the Triggers tab. You'll
see something like "Daily" or "Weekly," which is the schedule on which your
clock is now synced. Highlight it, then click Properties at the right of the
page.

Another window will appear, also with a Triggers tab. Click on this tab and
you'll find an Edit button. Edit the trigger so that your clock sync repeats
indefinitely, every hour.

Some PCs have a stable clock, others do not. My desktop can stay synced for
several days within a second, but my laptop has to be re-synced every hour.
If you don't do this, you may find your clock is wildly erroneous even
though you think it's synced.
