I did a quick Internet search for Windows 7 Power Management.

Windows 7 Power Management is pretty complex, with many possible settings:
http://www.microsoft.com/windows/windows-7/features/power-management.aspx

The Device Manager Properties for USB hubs on my Win 7/64 desktop has a
"Power" tab, rather than a "Power Management" tab. This is probably a
result of the power option in Control Panel, which was customized by Dell,
the manufacturer.

To get to the power options, type "power" in the Win 7 Start Menu search
box and select "Power Options" from the list that pops up.

No battery icon appears in the lower-right ("notification") area of my
AC-powered Win 7 desktop, which doesn't surprise me.

Another easier way to get to the USB settings is to click on the lower right
task bar for the power setting. (Looks like a battery.)

> Disable the power saving features on your computer! Specifically, open
> Windows Device Manager (in the Control Panel), select Universal Serial
> Bus Controllers then open each USB Root Hub and Generic Root Hub entry
> you find. In the hub entries, select the "Power Management" tab and
> *uncheck* the box that says "Allow the computer to turn off this device
> to save power."
