  Sam,

If you think in old terms about AM when we referred to the carrier 
power, then yes, the K3 power will be reduced to 25 watts on AM,

But the K3 power is referred to in PEP.  A fully modulated AM signal 
with 25 watts of carrier power will produce 100 watts of PEP output.

Since the K3 detects and controls power at the PEP level, set the power 
control to anything under 100 watts to produce the 100 watt PEP signal.
