[Elecraft] Price changes 9/14

  For inquiring minds, we will be making the adjustments to our pricing 
in a week and a half, on September 14th.  We originally planned to make 
these changes by 9/1, but shipping P3s has taken priority.  (Good for 
everyone. :-)
