[Elecraft] (K3) Mode change with band unpredictible

Most logging software uses the Kenwood process of sending mode 
before frequency.  With the K3, the mode is stored with band 
so sending mode then changing frequency (to another band) will 
result in the mode being unpredictable since you are setting 
mode on the old band, changing bands where you will inherit 
whatever mode was last used on that band!  

To make things even more confusing, changing modes will cause 
frequency to shift slightly depending on mode.  Logging  
software should really send frequency, mode, and frequency 
again when changing bands and mode followed by frequency when 
changing modes.
