RTTY and other digital modes can only be used (in the USA) from 7000-7125 kHz, whereas CW can be used from 7000-7300 kHz.
A lot of Region 1 and Region 3 stations are still limited to 7000-7100 kHz, so you'll find these DX stations running digital modes centered around 7035 kHz.
Those digital operators have every right to operate on 7030 kHz as well as lower in the band. No operator has the right to intentionally interfere with another operation. What you are advocating is exactly that -- intentional interference. It should not be encouraged by any one on any mode.
