Please, see http://www.apogeekits.com/wrist_strap_tester.htm. It can test both your wrist strap, which you should use and the mat. I personally use a workbench with a conductive surface, no mat, and test the bench and wrist strap EVERY time I work on sensitive parts. IMHO

Bill,
Assuming it was a good mat in the first place, the only thing you need
to do is to ensure that it is clean of flux residue and oil from your skin.
The product of choice for doing this is "Zero Charge Mat & Table Top
Cleaner, Quart" see http://www.all-spec.com/products/1733-QT.html
In addition to cleaning the surface, this product also restores moisture
to the vinyl which reduces its surface resistance. Depending on how heavily
a mat is used, it should be treated with this product anywhere between every
couple weeks, to a couple times a year.
