From the late 60's through mid 80's my father, Warren Childers
manufactured electronic equipment for the graphic arts industry at
Graphic Arts Manufacturing in Houston, Texas. In the late 70's the
U.S. Government asked him to bid on a contract for one hundred of his
Densitometer products.
My father told them that he was not interested in any contracts with
the U.S. Government which required enormous amounts of paperwork and
specifications, but they could buy the products over the counter at
his distributors the same as any other person or business could do.
The U.S. Government bought the 100 densitometers from the distributors
and each year after that they would send him lists of spare parts with
the instructions as to how to bag and label them. He pulled all of
the requested parts from stock, stuck them in a single plastic bag and
shipped them COD.
I hope you will take the red tape and interference of U.S. Government
into consideration before going into contracts with them.
