[Elecraft] Good side cutter pliers for PC board assembly

What you are looking for is a pair of "flush cutting" wire cutters.  
These are offered by several manufacturers.   Cooper tools (Xcelite), 
and Klein tools come to mind.  Available at most competent hardware 
stores, and from practically any telecommunications supplier (like 
Graybar).   I have these in two or three different sizes. The Xcelite 
MS5-9J is almost ideal for Elecraft kit work.   They have several 
similar  models.  The ones with the "J" in the model number are 
flush-cut types
