[Elecraft] Reduced-height bail

Interested to read comments on the bail height..
it has been removed here, along with the plastic holders.

Replaced with taller screw-in rubber feet, these push the
front panel upwards.  The rear feet have also been changed
to smaller flat rubber units, the chassis sits very firmly on most
surfaces no problem.
