[Elecraft] Reduced-height bail

Thanks!  The current one only elevates the frot bottom edge of my K3 2 
1/4", so I'm not sure a 1 1/2" tilt stand located an inch behind the 
front panel would be enough different to matter.  Maybe I'll just fold 
it down and put something under the front edge.
