Don,

I would suggest you first look for a solder bridge in the vicinity of FP DS2 (the LED array) pin 20 and/or U4 pin17.  There are via holes on the board between those location which are also potential places for solder bridges.

If you find nothing in that search, then the most likely problem is that U4 has a bad output at pin 17.  The 6B595 IC is subject to static damage, and may have been zapped when it was mounted if good anti-static procedures were not followed.
