[Elecraft] Unable to resolve apparent S-meter noise level on K3 with AGC on

Laurent, doing this made absolutely no difference. All it did is equalize the
readings between preamp, att, and neither. I believe that is what this
setting is supposed to do but it did not fix my underlying issue.
