[Elecraft] K3 output buffer modification

[Eric Swartz - WA6HHQ, Elecraft]

This resistor value change has been in effect on all new K3s shipped 
since September of 2009.

It will definitely improve the MDS of anything hooked to the IF port, 
including the P3.
