[Elecraft] K3/microKeyer II -- paddle Tx with power, mK II TX no power

Rich,

Try a quick test - plug the paddles into the KEY jack and close the dot 
contacts on the paddles.  If the K3 transmits, then the KEY jack is 
operating properly - look at your WinKeyer for the solution to your 
problem (it is not providing a sufficiently low resistance for keying).
