[Elecraft] Using the P3 jumpy when tuning

This is absolutely normal when averaging is turned on. Each time you
change frequency the P3 has to restart the signal average, since the
data it is receiving has changed.

> Thanks, Jim. That helped; however, part of the jumpiness is (apparently) related to the fact that when the K3 is tuned, the P3 switches out of "Average" mode. If I set Averaging to 2 (or off), and the refresh rate to 0, the display is stable when tuning the K3.
