[Elecraft] P3 Front Panel

This was based on a report from a customer.  Nobody at the factory had
noticed it.  So they ran over to check stores and found out that the
vendor had shipped a batch of front panels with the wrong hole size.

I wish I had got one.  I could use the spare front panel for homebrew
projects.  :=)
