Jim,

It sounds like things are OK.  Your PLL range is good.  12 kHz is an 
acceptable range.
The 4 MHz oscillator is not really important except that having it on 
the correct frequency just prior to a CAL PLL followed by setting all 
the BFO frequencies in CAL FIL will assure you of good dial calibration.

The 4 MHz oscillator test is using the oscillator to test itself, so no 
matter what the actual frequency, it will read the same plus or minus 
the counter resolution, so your 3999.98 is just fine.

To set the 4 MHz oscillator "right on", wait until you have completed 
the K2 and can receive a standard frequency signal like WWV.  Then check 
my website www.w3fpr.com K2 Dial Calibration article.  It will explain 
how to use the N6KR method to obtain accuracy without depending on the 
accuracy of another instrument.

In the meantime, just set C22 to its midpoint to go through the rest of 
the setup - it will be fairly close, but not optimum.
