[Elecraft] encoder testing. Critical to begin today.

I find it refreshing that a vendor can make a mailing mistake and not  
feel totally devastated.
To me, this is just another manifestation of the openness of Elecraft  
and the feeling of 'family' that it brings is very welcome.
