WinInet was, as I recall, initially developed by the Microsoft Internet
Explorer team.  The WinInet DLL functions were deemed useful and important
enough that they were included in the "core OS".  They're documented as part
of the Windows 32 API.

Internet Explorer and the command line FTP client both use the WinInet DLL.
So does the K3 Utility.

It wouldn't be fair to say, however, that the K3 Utility does its internet
access through Internet Explorer.

IE offers a "Tools" menu option to clear the WinInet cache.  There's also a
Windows Control Panel "Internet" applet that has similar ability.

Actually, I think it the wininet functions come from the WinInet dll, 
not the browser.  At least in my program it does. Maybe IE uses that dll?
