[Elecraft] K3 Production Firmware Release (3.63)

The K3 Utility does indeed use WinInet. However clearing the browser  
cache shouldn't be necessary as I think I tried to select options to  
bypass local cache.

Clearing the cache may not do what you are trying to do unless you use  
IE for this cache clearing step. Not all browsers use WinInet.
