Ed,
The LED bargraph indicates approximately 1/2 watt per bar, so yes, 2
bars = 1 watt, 6 bars = 3 watts and so on.
The KXAT1 will remember the tuning for each band, so after you do an
initial TUNE to match an antenna on any one band, there is no need to do
a tune after switching bands. *However* if you have changed the antenna
for that band, a new TUNE cycle is required.
Good luck on the CW. Start slow and don't be afraid to make contacts -
there are many forgiving ops around (but a small number who are
unforgiving as well - ignore them, for they should be ignored).
