CW Skimmer http://www.dxatlas.com/CwSkimmer/ is the only program I know of
that will do this for Morse. It does not decode PSK31, but I think Ham Radio
Deluxe will do that for you.

Could you read morse shown by a flashing LED? There are circuits that can
lock on to a particular audio frequency and flash when audio is present.
