[Elecraft] Please try K3 main/sub receiver band independence and other new features

Thank you Elecraft, this is a big step forward!

I found 2 uses for my independent sub-RX:
- monitoring IARU beacons on 2 bands simultaneously
- listening shortwave broadcast stations in diversity mode (2 bands)
