No, they do not guarantee any service level with Priority Mail. 
However, 8 weeks is clearly excessive and you might be able to 
get a refund of the difference between standard parcel post and 
priority mail rates. 

USPS quotes "three days" for Priority Mail from Florida to both 
KH6 and KL7.
