[Elecraft] Watt Meter Behavior

Here, LP-100 shows 130W for the first few seconds when K3 is set to 100W on
SSB only. It seems to do it only after being turned on and during the first
transmission. Seemed to have been gone and coming with various releases.  No
big deal here as my amp is 2 x 3-500Z.
