[Elecraft] New ECO- 12V sense mod-

Not now, but at some point something else may change that effects
this, and without this one, I may get the problem (although not
turning off is a pretty minor issue).

Anyone who's even been near field service knows how dependent things
can be on ECO level.

   I would guess if your K3 has been turning off, then you don't have a
