[Elecraft] K2 KSB2 SSB Adapter - Holding [VOX] 1 second locks up at SPCH 0.2, Low SSB out?

This sounds  very much like the problem I had with a defective U3 
(SSM2165 compressor chip) on the KSB2 board.

One check is to look at U3's voltage at Pin 4. It should be about 1.5 to 
1.7V. Mine measured 4.7V.  A defective U3 causes the TX to lock on in 
VOX mode, which is exactly what you observe. The only way out is to 
power down the K2. The audio is distorted and weak as well.

The solution is a new U3.
