Jim, 

The SteppIR transceiver interface board accepts receive data 
(RS-232 format) on pin 2, converts it to TTL on pin 7 (TTL Out) 
which is then connected to pin 9 (Icom In).  If you are seeing 
CAT data on other RS-232 devices attached to the Y cable but 
the SteppIR is not decoding data, the most likely suspect is 
the RS-232 to TTL conversion in the transceiver interface. 

If you have an Icom CT-17, connect its RS-232 port to the 
SteppIR "Y" cable (Pin 2 input) and connect the tip of the 
1/8" jack (CI-V output) to pin 9, shell to pin 5 of the 
SteppIR controller.  You should be able to monitor incoming 
data (with the SteppIR controller configured for Kenwood at 
the proper data rate) if the basic transceiver interface 
board is working.  
 
Alternatively, you have another device that provides CI-V 
output ... connect the CI-V output as described above (tip 
to pin 9, shell to pin 5) and configure the controller for 
Icom protocol.  These steps will tell you if the problem 
is in the RS-232 to TTL conversion part of the SteppIR 
transceiver interface board (or in the UART portion).  
In either case, the transceiver interface board (the small 
board with the two DB9 connectors) will need to be replaced.
