[Elecraft] I need some grounding-strap guidance, if'n you please

Take a look inside one of your outlet boxes. For many, many years before
3-wire outlets became common a ground wire was run to the shell of the box -
usually bare copper. That's why the 3 to 2 prong adapters with the little
tab were so popular for so long. The tab connected to the ground pin in the
adapter. When you placed it under the screw on the faceplace of the box it
was supposed to complete the safety ground. 

Having the mains safety ground at your bench is a worthwhile safety measure
in general, not just for static discharge. 

BTW, you can get an inexpensive outlet tester at almost any hardware store.
I never trust a ground without checking it.
