[Elecraft] Memory Problem

I am trying to use M1-M4 for frequency recall (DVR not installed).

I pick a frequency, tap V>M, TAP M1. I then put in a new frequency, tap M>V
and tap M1.

I then see a message NOT SET with no frequency change.

Can anyone tell me what I am doing wrong
