[Elecraft] K3 NR in Data A

Because DATA A is a generic data mode and the NR algorithm can
distort some data modes. The narrow filter will chop up many
of the multitone data modes. NR will also cause significant
issues with the broadband (multi-channel) PSK decoders.

The DSP software (e.g., DigiPan) should cope with the noise
in its own.
