[Elecraft] Is Elecraft K3 NTIA compliant?

FB Howard: Note I did *not* say the K3 doesn't comply with the 63 dB figure,
only that the published specs don't confirm that. Drop an e-mail to
k3support at elecraft.com. It's monitored by the design engineers and support
staff who can give you a definitive answer. 

If the K3 doesn't meet the specifications they'll want to know because a lot
of MARS members are using K3s judging from the requests they get for the
software patch that allows transmitting outside of the normal Ham bands.

I forwarded the apparent discrepancy to the authors of the CAP / AF MARS 
web site.
I received an amazingly fast and friendly response which basically says 
that section 5.2.2.2 in the Redbook are "General Standards" which only 
apply when no other standard applies.

The CAP/MARS standard is specified in section 5.3.1.1.A and specifies to 
use PEP transmitting wattage in the equation - thus the 63db for a 100 
watt transmitter.
