[Elecraft] No/low RF power out on 17m

I have a problem which, as far as I can tell, is unique to 17m operation.
Regardless of what I do with the "PWR" control, I can't get more than a few
watts out in either SSB mode (i.e., USB or LSB). I can get full power out by
switching to CW mode, transmitting a few characters, and returning to SSB
mode. The problem is NOT fixed if I simply switch to CW and back to SSB.

I am running firmware version 3.06.
