[Elecraft] K3 RX below 500 kc/s

Hi Jim,

I looked into this. A small percentage of K3s would be able to tune 
below 500 kHz as-is (to 400 or 450 kHz), but most would require a 
synthesizer board modification. The original design was not intended to 
go below this level.
