Your USPS info is ~15 months out of date.  Priority Mail International was
announced June 1, 2007 and is very reasonably priced with 6-10 days delivery
time:

"Priority Mail International (PMI) provides customers with a reliable and
economical means of sending correspondence and merchandise up to 70 pounds
to over 190 countries and territories worldwide."

Insurance is available and quite reasonable (e.g. $9.05 for the first $700
of value and $0.95 per $100 above that); only Canada is limited to $675
total insurance.

If I were ordering from overseas, I would certainly ask Elecraft to check
out USPS' PMI.  I shipped some 3cx400 tubes insured for $650 to the UK in
spring of this year and the service worked very well.
