You should be able to change the K3 baud rate without power cycling the
radio.
My PC programs that connect to the K3 try each of the supported baud rates
and sync at the K3's speed without prompting the user for the speed. I'm
also able to programmatically change the K3's baud rate and sync at the new
baud rate without powering off the K3.
I'd suggest you try this:
Connect your logging program and get it working. Now close the logging
program. Change the K3's RS-232 baud rate (from the K3 front panel) to a
different speed, and then set it back to the original speed without powering
the K3 on or off. Then reconnect with your logging program. If it can
connect, then your K3 can change baud rates without a power cycle.
Alternatively, start the K3 Utility, and on the Ports page, try "test
communications", read the baud rate, then change the K3's baud rate from the
front panel, and try "test communications" again. The K3 Utility should
detect the new baud rate.
Maybe the logging program has to be restarted when you change K3 baud rates?

I am using Logger 32 which gets log information via the K3 RS232. I have
noticed when I change the radio baud rate that I must power off radio and
back on to get the new rate synchronized. its a minor thing but I am curious
if this is normal?
