[Elecraft] K3 & Logic 8

Dxbase as shipped has k2 support that does this in the right order for
the k2/k3 and all of the rig control features of Dxbase work correctly
with the K2/K3. 
With DXbase 2007 there are no known issues with the k2/k3  

I have a k3 file done for it too, at the moment it's only a cosmetic
rewrite of the k2 file since the k2 file fully supports all DXbase
features on the k3. 
Anyone with older versions of Dxbase can get the updated radio config
files from me
