Seems logical to me.  If you are using ALC to control your amp drive it 
might be
beneficial to see the rig's ALC action on CW.  I suspect without an amp 
ALC line
connected the ALC is telling you the rig is transmitting at the power you 
set it
at and not being controlled by another device.

That's what I think, but I could be wrong...

I thought it was advised not to control the amp drive with the ALC, 
particularly on SSB.  The ALC indication going full scale at any power 
level doesn't tell anything about what power you requested.  I suspect 
that more than a few don't us an amp and thus this isn't required. 
However, as in my previous post it's just another operational 
configuration which needs to be remembered to set up with mode changes.
