Maybe you've used up the 1/4" black pan head screws elsewhere and you're trying to us a 3/16" pan head screw for the transistors? Measure the pan head screw length (which does not include the pan head) to see if perhaps you're trying to fit a 3/16" screw there.
A 1/4" pan head screw looks a lot like a 3/16" screw. Be sure to use the 1/4" ones only in the spots specified.

Subject: [Elecraft] K3 help
I am on page 55 of the K3 Assembly manual and everything has gone fine until
now. I am putting the bottom covers on and am unable to get the back cover
on properly. The problem is properly installing the ¼” Black pan screws
(with tooth lock washer) over the three power transistors. The screws are
apparently to short as things stand. I can’t even get them to begin
threading. The transistors have ¼” standoffs under the transistor screw
holes. I am overlooking simple I am sure.
The remaining stanoffs on the RF board that attach to the bottom cover are
¼” and have tooth lock washers. HELP!!! Paul NN5G
