Jon,

What is the SWR if you tune the KAT1 into a 50 ohm dummy load on 20 
meters?  Do you get full power output?  If these show any problems, set 
the ATU menu parameter to CAL and try again so we know where to start 
looking.

I know that does not answer your question, but will give us a starting 
point to work from.
It would be a good idea to check all the soldering in the KAT1 including 
the relays.  Examine the toroid leads carefully for proper tinning.  A 
properly tinned and soldered lead will show a bit of the tinned lead on 
the component side of the board and the solder should also be seen 
wicking up through the hole if the solder pad was adequately heated.  
Re-flow any suspicious solder connections.

Have you measured the input impedance to that Carolina Windom feedline 
with an antenna analyzer?  If you can do that and report the measurement 
(both SWR and R +/- X) for 20 meters, that would also be helpful in 
addressing your problem.

The fact that the IC-746 can tune with that antenna is really not very 
helpful unless we also know the inductance and capacitance that the 
IC-746 is inserting (and in what configuration) to tune it.  The K1 
tuner does not have as broad a range as the KAT2, but normally the range 
is adequate.
